Dr. Jan Deuster specializes in the field of public commercial law, in particular European state aid and public procurement law. He primarily advises the public sector on the financing, organisation and market access of municipal utilities and infrastructure companies, particularly in the public transport, broadband and utilities sectors.
He currently advises public transport authorities and municipal transport companies in the procedure for the reassignment of public transport services in accordance with Regulation (EC) No. 1370/2007 and the PBefG, taking into account the preservation of existing concession and tax advantages. A further focus of his consulting activities lies in advising on the legal aspects of state aid for the financing of municipal companies, be it via shareholder contributions, the cross-linked tax system or municipal guarantees. His consulting portfolio is rounded off by questions on the financing of cultural, social and economic and tourism promotion activities in accordance with European law.
Dr. Jan Deuster studied and earned his doctorate at the University of Cologne. His dissertation deals with the granting of compensation for services of general economic interest in accordance with the Altmark Trans case law of the European Court of Justice, with particular reference to the financing of air transport. He completed his legal clerkship with Stagen in Cologne and Cape Town, South Africa. As part of his work as a lawyer in a major German infrastructure law firm, he was able to work for the Association of German Transport Companies in 2007, where he witnessed the conclusion of Regulation (EC) No. 1370/2007 by the European legislator from an association's point of view.
